In a 1 p.m. bulletin, PAGASA said it placed the following 11 areas under red rainfall warning, the highest in a three-step alert system:
- Dinagat Island
- Siargao Island
- Surigao del Norte
- Surigao del Sur

- Agusan del Sur

PAGASA raises a red warning when "observed rainfall is more than 30 mm within one hour or if rainfall has continued for the past three hours and is more than 65 mm."
According to the Official Gazette, this means that residents should be ready to evacuate because the downpours constitute an emergency and may trigger massive floods and landslides.
