MANILA - The mayor of Lawaan, Eastern Samar successfully helped deliver a baby at an evacuation center, as bad weather due to Typhoon Ruby threatened the province.

Dr. Ted Esguerra of the Energy Development Corporation Disaster Response Team said he gave instructions to a midwife to create a makeshift delivery room and look for a nylon cord and scissors to cut the umbilical cord.

A healthy baby girl was born at 9:57 p.m. Saturday. Esguerra said Lawaan Mayor Candida Gabornes and four policemen ably rendered assistance despite the lack of resources and facilities.

The baby girl has been named Ruby.
