CEBU, Philippines - The Commission on Elections' (Comelec) municipal to provincial canvassing transmission test in Bohol province on Friday was hampered because of a forwarding company's failure to deliver Consolidation and Canvassing System (CCS) kits on time.

Eliseo Labaria, provincial election supervisor, said 10 of the more than 40 municipalities in Bohol failed to join the transmission test because the Argo International Forwarders Inc. delayed delivery of the CCS kits.

Labaria said the CCS kits for Tagbilaran City and 10 other municipalities -- Albuquerque, Alicia, Batuan, Cortes, Dagohoy, Dimiao, Duero, Getafe, Sagbayan, Tubigon -- arrived minutes after transmission tests in other areas were completed.

The election supervisor said a separate transmission test for the 11 areas would be scheduled for next week.

Meanwhile, Labaria said official ballots for the 1,327 clustered precincts in Bohol have arrived in Tagbilaran City.

He said they are also securing 1,427 Precinct Count Optical Scan voting machines for the province. He said 100 of the voting machines will be used as standby machines.

The voting machines are scheduled for municipal-level delivery next week.
