A body of a suspected foreigner was found floating in the waters of Manila Bay near the United States embassy Tuesday morning, police said.
Senior Police Officer 1 Eduardo Ko, Manila Police District investigator, said the body was spotted floating by a security officer manning the US embassy's north tower around 5:30 a.m.
Ko said the victim was wearing a black collared shirt and his neck, feet and hands were tied with packaging tapes when found by policemen.
He said the man was 40 to 50 years old, 5'10" in height and looks like a foreigner, but could not say what was the victim's nationality.
The police officer added that the victim could have been dead for at least 2 days.
