Arroyo couple face graft, bribery raps

MANILA, Philippines - Former Lanao del Norte Mayor Hadji Rashid Limbona has filed graft and bribery charges against former President and now Pampanga Rep. Gloria Macapagal-Arroyo and her husband, Mike Arroyo.

Former Commission on Elections Commissioner Virgilio Garcillano, former Solicitor General Agnes Devanadera, Judge Nagamura Moner, and several others were also named in the complaint.

Limbona claims that the former first gentleman planned the cheating in the 2004 elections in a meeting at the Pryce Hotel in Cagayan de Oro.

"Ang pagmamaniobra ni Juan Miguel Arroyo o first gentleman, siya lahat ang nagmaniobra sa Mindanao actually para manalo ang asawa niya, by all means ginawa niya. Oo pera," he said.

The President's husband allegedly gave money and multi-cab vehicles for the operations.

A chopper was also allegedly given to Moner for his travel to the Autonomous Region in Muslim Mindanao.

"Nakita ko ang pera binigay niya. Pati chopper binigay ang chopper kay Moner para madali ang pagpunta sa probinsiya," Limbona claimed.

He said moner faced the Senate before but changed his statement and did not pin down the Arroyos.

He believes that Moner will be convinced to tell the truth if he is assured of his safety.

Moner did not answer calls made by ABS-CBN News.

Devanadera and the others named in the complaint have denied involvement in the alleged poll fraud.

The camp of former President Arroyo also questions the motives and credibility of the witnesses who have come forward against the couple. - report from Alex Santos, ABS-CBN News; ANC
