Peewee Trinidad, et al charged for graft

MANILA, Philippines - Acting Ombudsman Orlando Casimiro has ordered the filing of graft charges against former Pasay City Mayor Wenceslao “Peewee” Trinidad in connection with the construction of the Pasay City Mall and Market in 2003.

Trinidad was ordered indicted for violation of section 3(e) of the Anti-Graft and Corrupt Practices Act in relation to the Government Procurement Reform Act and Article 237 of the Revised Penal Code (Prolonging Performance of Duties and Powers).

The 33-page resolution also named former City Councilor Jose Antonio Jose Antonio Roxas; and Non-Government Organization – Bids and Awards Committee (NGO-BAC) Representatives Joselito Manabat and Alexander Ramos.

The Ombudsman found irregularities in the bidding and award of the contract to Izumo Contractors Inc.

It also stated that Trinidad constituted old members of the bids and awards committee to assess the bidding, which is “highly irregular.”

It noted Trinidad issued an Executive Order, which became effective on January 2004. It said “the new [bids and awards committee] under RA 9184 is the legitimate body who should have conducted the bidding process no more no less.”
