Former Malabon mayor cleared over graft raps

MANILA, Philippines - Former Malabon Mayor Amado Vicencio Sr. and 6 other local government officials were acquitted over graft charges filed against them 10 years ago, the Sandiganbayan Second Division said.

The case stemmed from the P122-million contract for the construction of a new municipal hall.

Presiding Justice Edilberto Sandoval, in a 41-page decision, found some irregularities in the bidding and awarding of the contract but added that prosecutors failed to show enough evidence that Malabon suffered undue injury.

"On the contrary, it was the witness of the prosecution, Victorio C. Sison, who testified that not a single centavo has been disbursed by the PNB (Philippine National Bank) to the contractor," the anti-graft court said.

Aside from Vicencio, the Sandiganbayan also cleared Pre-qualification, Bids, and Awards Committee members Maria Lida Sarmiento, Pio Dadula, Engineer Virdeo Cruz, Lauro Borja, Ernesto Pabustan and Payapa Ona.
