12 cops face raps for taking seized firecrackers

MANILA, Philippines - Twelve Quezon City police officers who were caught on camera squabbling over seized firecrackers will face administrative charges, authorities said.

The 12 were identified as:

2. PO3 Jay Bonifacio V. Raz
3. PO3 Boy Clarito M. Blancad
4. PO1 James B. Bareo
5. PO1 Eric P. Bote
6. SPO1 Ricardo DL Llena Jr.
7. PO1 Richard E. Paz
8. PO1 Gerald S. Coronel
9. PO3 Robert F. Rodillas
10. PO1 Raymar G. Consejo
11, PO1 Jaypee T. Tabo
12. PO2 Winston B. Quintos

They were caught on video while allegedly taking confiscated firecrackers presented before the media at Camp Karingal on Saturday.

Administrative charges of grave misconduct and neglect of duty will be filed against them Wednesday, the National Capital Region Police Office (NCPRO) said.

Authorities are still trying to identify 5 other police officers who were also caught on camera during the incident.

Senior Superintendent Florendo Quibuyen, division chief of the Regional Investigation and Detection Management Division, said the officers took home illegal fireworks such as "pla-pla," "piccolo" and "Bin Laden."

“May probable cause naman po dahil nakita natin sa video ang kanilang pag-aagawan. Nakita po natin na pangit tingnan, pangit sa mata ng mga tao,” he said in a radio dzMM interview.

However, he admitted that it is also the PNP’s fault that the fireworks were not immediately disposed of, leading to the officers wanting to take them home.

“Right after po ng presentation nila ng confiscated firecrackers, nagkaroon po ng hindi magandang pangyayari… Hindi po nila nailigpit kaagad ang [mga paputok]. Hindi nabigyan ng tasking [na iligpit ang mga paputok], right after ng presentation,” he said.

“May pagkakasala po sila, kailangan nilang maparusahan,” Quibuyen said.
