PNoy agrees to Lacson resignation 'in principle'

MANILA - President Benigno Aquino III has agreed to the resignation of Presidential Assistant for Rehabilitation and Recovery (PARR) Panfilo Lacson “in principle.”

In a statement released via Malacanang’s communications office, Lacson said: “We agreed in principle to wind up my duties as PARR until February 10 when I shall have completed the transition to NDRRMC [National Disaster Risk Reduction Management Council] where the four phase cycle of addressing disasters rightfully belongs.”

Lacson met with Aquino on Tuesday, December 23.

He revealed over the weekend he has resigned as rehabilitation czar, noting he has done his part in the rehabilitation of areas devastated by super typhoon Yolanda.

Lacson said he explained to Aquino the wisdom behind transferring the operations of his office to the National Disaster Risk Reduction and Management Council.

“We had a good talk. I explained to the President the wisdom of strengthening NDRRMC especially in the area of rehabilitation and recovery which admittedly is the biggest gap among the four thematic areas namely, prevention and mitigation (DOST); DILG for preparedness; response and relief (DSWD) and DG NEDA for rehab and recovery,” he said.

Lacsaon said he also suggested the automatic release to the NDRRMC of the remaining P80 billion of the funds for the rehab process.

“[Para] isang layer na lang ang vetting unlike the practice now wherein the NGA's request for funds from DBM for vetting, after which the latter will have to endorse the same to NDRRMC for a second round of vetting, then referred to OPARR pa. He was intently listening and taking notes,” he said.
