DOJ indicts Palparan for UP students' kidnap

MANILA, Philippines - The Department of Justice recommended Friday the indictment of retired Maj. Gen. Jovito Palparan for 2 counts of kidnapping and serious illegal detention in connection with the abduction of still missing UP student activists Sherlyn Cadapan and Karen Empeno in 2006.

Also recommended for indictment with Palparan are Lt. Col. Felipe Anotado Jr., Master Sgt. Rizal Hilario and Staff Sgt. Edgardo Osorio.

The recommendation is contained in a 36-page resolution dated December 15, 2011, signed by Assistant State Prosecutors Juan Pedro Navera and Irwin maraya and associate prosecution Atty. Ethel Rea Suril.

The resolution is approved by Senior Deputy State Prosecutor Richard Anthony Fadullon and Prosecutor General Claro Arellano.
