MANILA, Philippines - Former President Joseph Estrada said if it can be proven that no doctor or hospital in the country is capable of treating former President Gloria Macapagal-Arroyo, then she should be allowed to seek treatment abroad.
Estrada said he once requested for a knee operation abroad while he was facing trial for plunder.
He said allowing Arroyo to undergo treatment abroad does not mean she is off the hook. He added that he is convinced that Arroyo is guilty of poll fraud.

Former First Gentleman Jose Miguel Arroyo earlier said his wife needs to undergo treatment abroad because there are no experts here that can treat her for a rare illness.
Marilen Lagniton, spokesperson of St. Luke's Medical Center, said Arroyo is suffering from hypoparathyroidism, which was already disclosed in previous medical bulletins.
