MANILA - Activists mobbed Budget Secretary Butch Abad, with one person grabbing him at the back of his collar, after he spoke at a forum at University of the Philippines in Diliman Wednesday night.

Video footage showed the student activists shouting invectives at Abad in protest of the barrel system and the Aquino administration's disbursement acceleration program.

Abad defended the controversial program at the forum on the 2015 budget.

The University itself received DAP funds in 2012. It said the P1.29 billion allocation allowed it to embark on infrastructure and development projects.

While leaving, the activists threw coins and paper at Abad and tried to block his vehicle.

"Kinuyog siya, he could not easily enter his car and his vehicle was blocked. As he boarded his vehicle, a student got close and grabbed him from the back by his collar," Anakbayan chairman Vencer Crisostomo said.

In response, Presidential Deputy Spokesperson Abigail Valte said violence and threats should have no place in society.

He said the incident was "unfortunate" and said Abad was in UP to have a dialogue with students. With a report by Adrian Ayalin, ABS-CBN News
