Comelec en banc decided to transfer Rafanan - Brillantes

MANILA, Philippines - Commission on Elections (Comelec) Chairman Sixto Brillantes Jr. said members of the en banc all unanimously decided to fire Ferdinand Rafanan as law department head and member of a panel investigating 2004 and 2007 elections scandal.

Brillantes said one commissioner even proposed that Rafanan be transferred to the Autonomous Region in Muslim Mindanao. He will instead be transferred to the planning department.

ABS-CBN News earlier reported that Rafanan’s tasks with the law department will be taken over by Atty. Allen Francis Abaya, one of 3 Comelec officials suspended by the Ombudsman in connection with the P690-million ballot secrecy folder scam.

Besides having a lot of backlogs, Brillantes said Rafanan also talks too much and keeps attacking the institution to which he belongs. 

He also said Rafanan has a world of his own and has no friends in the commission.

He also believes that Rafanan is dismayed for not getting a commissioner post.
