MANILA, Philippines - The Department of Justice (DOJ) has ordered the Bureau of Immigration (BI) to place Rosario Uriarte, former Philippine Charity Sweepstakes Office (PCSO) general manager, and Manuel Garcia, former PCSO Advertising and Promotions manager, on the immigration watch list thereby preventing them from travelling abroad.
In separate orders dated July 6, 2011, Justice Secretary Leila de Lima directed BI Commissioner Ricardo David, Jr. to include Uriarte and Garcia on the immigration watch list in connection with alleged anomalies in the government charity arm.
The order on Uriarte is by virtue of the plenary power of the Secretary of Justice to motu propio issue a watch list order.
The order on Garcia, meantime, is in response to a letter from Senator Teofisto Guingona III, chairman of the Senate Committee on Accountability of Public Officers and Investigations(Blue Ribbon).
The committee is conducting hearings on the "alleged numerous violations of Republic Act No. 3019 by the previous Board of Philippine Charity Sweepstakes Office (PCSO) with the end view of crafting legislative measures to curb future corrupt practices and promote transparency and accountability in Government."
De Lima said the watch-list orders are issued also "in the interest of the public and so as not to frustrate the ends of justice."
The watch-list orders are valid for a period of sixty (60) days from issuance unless sooner terminated or extended.
