Voter registration guidelines for bgy, SK polls out

MANILA - The Commission on Elections has laid down the guidelines for the continuing registration of voters for the barangay elections and the registration of voters for the Sangguniang Kabataan elections.

The synchronized elections will happen on October 28, 2013.
Likewise, the registration for both will be synchronized from July 22 to 31.

Qualified SK voters must be between 15 years to 18 years of age by election day, must be a resident of the area where they will vote at least 6 months before election day and must not be otherwise disqualified by law.

To register, SK voters must go to the election officer of the area where they are residing and must bring any one of the following: birth certificate, baptismal certificate, school records or any other proof of identity. Community tax certificate and barangay certification are not acceptable.

Applicants for SK registration will also be asked for his preferred voting center nearest his residence.

Meantime, for the barangay elections, applicants must be at least 18 years old by the time of the election, must be a resident of the Philippines 1 year before the election and a resident of the barangay where he will vote at least 6 months before the election and not disqualified by law.

They may register at the election officer of the jurisdiction where they live. They can get application forms at the election officer's office or download the forms on a long bond paper from the Comelec website.

They must also a present any one of the following: office ID, PRC ID, SSS ID, postal ID, student ID, senior citizens' card, driver's license, NBI or PNP clearance, GSIS ID, and Integrated bar of the Philippines' ID.

If one does not have those ID's, one may bring any registered voter of the area to vouch for the identity under oath. Community tax certificates and barangay certificates are not allowed.

Application forms must be signed and thumbmarked in the presence of the election officer.

Applications for voter reactivation and transfers of residence may also be processed with the prescribed forms.

Biometrics information will also be secured from the voters upon registration.
