MANILA - President-elect Rodrigo Duterte on Tuesday announced that he has set aside P3 million as "bounty" for drug traffickers, "dead or alive." 

"I'm ready, even now, may P3 million [bounty] ako sa mga drug lords. Ang susundin lang nila, I'm sure the entire Philippines is listening, ang problema lang nila is gaano kadali. I'm not saying that you kill them, but the order is dead or alive," Duterte said in a press conference at the compound of the Department of Public Works and Highways (DPWH) in Barangay Panacan, Davao City,

"They are lectured upon and they learn a lot, it's a subject sa kanilang turo, when to kill and when not to kill. When is it legal to kill, when is it unlawful to take another man's life. Pagkasinabi kong dead or alive, alam nilang kung tumaas ang kamay, talagang alive 'yan. Pagka lumaban, eh 'di dead 'yan. I don't want to see a dead policeman or agent, whatever," Duterte said.

Duterte also said he gave incoming National Bureau of Investigation (NBI) chief Dante Gierran an order to personally kill erring policemen or agents.

"I appointed Gierran, he's the director of the NBI dito sa atin, and I've seen him work for several years already. Sabi ko, ilagay kita diyan, pero sa isang kondisyon, na kung may ahente ka, you have an agent there na nagkakalat, [who's] into drugs, and it comes to a fight, I want you to kill him personally. I want you to do the killing, kasi sa iyo ko ibigay 'yung P3 million," he said.

According to Duterte, the reward will depend on the how powerful the drug trafficker was. 

"Itong supervising na durugista, you get about P2 million. Kung medyo sa second echelon lang 'yan, branch branch na, P1 million. 'Yung mini supervisor, parang bangko na, mga P1 million na lang 'yun. 'Yung ordinaryo, P50,000. There's enough money left," he said.

Where will he get the reward money? 

Duterte said he will make use of money he received late in the presidential campaign. 

"Basta ako, may pera, hindi ko ninakaw. Hindi kasali 'yung kay [Senator Antonio] Trillanes, bago lang 'yan. Just before the elections. 'Yan ang gamitin ko. I'll dispose of that money," he explained.

Duterte also said he will utilize the army to combat drugs, especially against policemen who are involved in the illegal drugs trade.

"Hanapin 'yung mga pulis na nagdo-droga din. Kaya kung kabaro ninyo, ayaw ninyo mag-kwan, Army, o Navy ang gamitin ko. I will put to use the Armed Forces of the Philippines," he said.

"Para kung kayong mga pulis, hindi ka hulihin, general ka, tawagin ko 'yung private sa Army. Barilin mo. Ganun lang ang paraan para mahinto ang droga eh," Duterte said.

He also left a message to drug dealers.

"Do not destroy my country because I will kill you. Do not destroy the youth of the land, our children, because I will kill you."
