Excess campaign donations should be returned - Comelec

MANILA - A Bureau of Internal Revenue (BIR) order requiring candidates to submit their statement of expenditures and contributions has received the backing of Commission on Elections Chairman Sixto Brillantes.

The Comelec chief said excess contributions must be returned to their donors or else they will be considered as income that should be taxed.

He said the BIR's monitoring is for compliance with the payment of donor's tax.

Brillantes said the Comelec already requires candidates to submit their expenditures and contributions.

He said the statements of expenses on public rallies by candidates must be further broken down and itemized by the time the deadline comes for all campaign expenditures, which is a month after the elections.
