DND names probers of AFP 'pabaon'

MANILA, Philippines - The Department of National Defense announced Monday the names of 4 members of a special committee that will investigate allegations of corrupt practices of Major Gen. Carlos Garci and other former officers named by former military budget officer George Rabusa. 

The 4 are Atty. Patrick Velez (chairman), Assistant Secretary Fernando Manalo, vice chairman; Assistant Secretary Willie Palugod, member; and retired Brig. Gen. Fermin de Leon, member.

The committee is tasked to look into the corrupt practices of Garcia, the allegations of Rabusa, the alleged "pabaon" system in the Armed Forces and other irregularities. 

AFP spokesman Jose Mabanta said the investigation will only focus on past administrations because the pabaon system, if it is true, is no longer happening.

He called the corrupt practices of a few officers as a thing of the past.  Mabanta said the AFP will cooperate with the DND investigation because they owe it to the soldiers, the officers and the institution to know the truth and punish the guilty.
