Chinese intelligence agents acquired National Security Agency hacking tools and repurposed them in 2016 to attack US allies and private companies in Belgium, Luxembourg, Vietnam, the Philippines and Hong Kong. One attack on a major telecommunications network may have given Chinese intelligence officers access to hundreds of thousands or millions of private communications.
