No stopping Duterte's PNP reshuffle

MANILA - The Philippine National Police (PNP) on Friday recognized that it will be within the powers of incoming president Rodrigo Duterte to reorganize the police force.

"He's the president. He has that power," PNP spokesman Chief Supt. Wilben Mayor said.

"Being the president of the Philippines, he is the commander-in-chief, he is the chief executive. He can do so. He can direct all units that are within the power of the president," Mayor added.

In a press conference early Thursday, the Davao City mayor said he is eyeing a major reshuffle in the PNP and other law enforcement agencies.

He said he will move units, right down to the janitors, from Metro Manila to provinces and vice versa to curb institutional corruption.

"Kayong mga pulis, maraming bakante dito, palitan na lang kayo. Kayong mga nasa Compostela Valley, Surigao, ilagay ko kayo pag ako na ang presidente. Kayong mga tiga-Manila, dito kayo. Or you might want to be station commander sa Jolo," Duterte said.

"When I reshuffle, I don't reshuffle officers. Lahat from the chief of police down to janitor."

Mayor also said mandatory drug testing for members of the PNP is provided for by the law, Republic Act 9165.

"Nakalagay sa batas that there should be annual and mandatory drug test," he said.


Meanwhile, Mayor said security preparations are underway for the thanksgiving party for Duterte in Davao City on June 4.

Mayor said Police Regional Office 11 is in charge of the security since the venue is within its jurisdiction.

But he assured that coordination with other units will be made if necessary.

"Mayroon namang mga protocols na ganoon lalo na pagdating sa security," he said.

At least 200,000 people are expected to attend the event dubbed "One Love, One Nation" which will run from 1 p.m. on June 4 until 1 a.m. the next day at the Crocodile Park, according to host and event co-organizer Kat de Castro.

Duterte is expected to grace the event but it is not yet clear at which point during the 12-hour event he will appear on stage. His entire family will also be there.
