Ex-TESDA, PCGG heads also file candidacy for 2016 elections
MANILA - Apart from the early bird declared presidential aspirant Vice President Jejomar Binay, a handful of other hopefuls also trooped to the Commission on Elections (Comelec) main office in Intramuros, Manila Monday to file their certificates of candidacy (COCs) for president.
Among the first to file their COCs for the 2016 elections were Ephraim "Ninoy" Definio, a self-proclaimed Mindanao commander, and lawyer Ely Pamatong, who was also the first to sign the integrity pledge.
Pamatong declared his presidential bid after burning a Chinese flag in front of the Comelec office, saying it is a symbol of his promise to defend the disputed Philippine territories being claimed by China.
The former heads of the Technical Education and Skills Development Authority (TESDA) and Presidential Commission on Good Government (PCGG) also filed their COCs for president.
According to former TESDA chief and Iloilo representative Augusto Syjuco, he is "very angry" with the current administration. Former PCGG chairman Camilo Sabio, meanwhile, noted that he is the only person with disability (PWD) to gun for the presidency.
Ralph Masloff, who described himself as a Filipino with Russian blood; tricycle driver Freddie Esher Llamas; and a Danilo Lihaylihay, who said that the current political, social and economic system of the Philippines is unjust, oppressive and undemocratic, are also gunning for the presidency next year.
David Alimorong, a retired military general, and a certain Fernand Fortez also presented themselves before the poll body Monday to file their COCs for president.

Alimorong promised to fight for the disputed West Philippine Sea. Fortez, 32, meanwhile, said he will be the voice of the youth.
"Kami kasi ang haharap ng kinabukasan, mga kabataan. That's why I'm here, representing myself as the voice for the youth generation," he said. "I'm just an ordinary man."
A certain Adolfo Inductivo and Sel Hope Kang also filed their COCs for president.
