DOLE questions SWS unemployment survey

MANILA – The Social Weather Stations (SWS) did not take into account the number of qualified individuals who opt not to work in its most recent unemployment survey, labor officials said Monday.

The September poll showed that 22 percent or 9.8 million Filipinos were unemployed.

The government has its official Labor Force Survey conducted and released by the Philippine Statistics Authority, Labor Secretary Silvestre Bello III said. 

Based on the latest LFS in July, only 5.4 percent of the population is unemployed, Bello said. 

The Labor Force Survey (LFS) includes those, who during the week before the interview date, are 15 years old. Meanwhile, SWS includes adults 18 years old and above.

"'Yung SWS nakaligtaan nila yung mga tao na qualified pero hindi nagtatrabaho. May mga jobs available, people are qualified for the jobs but they opt not to work. Hindi mo pwedeng sabihin na unemployed 'yan kasi it is their option" Bello said.

(The SWS forgot people who are qualified, but are not working. There are jobs available, people are qualified for the jobs but they opt not to work. You can't call them unemployed because it is their option.)

"These were not taken into account of SWS kasi iba ang kanilang category of unemployment," he said. 

SWS survey data will still be used as a basis for the labor department's employment programs, he said.

Labor Usec. Renato Ebarle said employment in the country exhibited a “generally increasing trend” since 2010.
