'Final, official' rules on third telco selection process released: DICT

MANILA - The Department of Information and Communications Technology (DICT) and the National Telecommunications Commission (NTC) on Friday released the final and official memorandum circular on the rules and regulations for the selection of the country's third major telecommunications player.

Officials of the two agencies signed Memorandum Circular (MC) No. 09-09-2018 on Sept. 20 "after addressing legal and technical issues," the DICT said in a statement.

Members of the oversight committee earlier agreed upon the highest committed level of service as basis for choosing the third player instead of the proposed auction process. 

"Drastically improved through multiple public consultations and by consulting various agencies, the MC that uses the Highest Committed Level of Service (HCLoS) approach will be the basis on determining the NMP (New Major Player)," the statement said. 

The MC will be effective 15 days after its issuance. Interested firms may get their bidding documents from the NTC after the MC takes effect, the DICT said.

Interested parties will be given until November to submit their bid. The new player is expected to be identified by December 2018, the DICT said.

Philippine Competition Commission (PCC) Chairman Arsenio Balisacan said this development brings Filipinos closer to a choice “beyond the existing duopoly.” 

“We welcome the inclusion of PCC's inputs as we share the goal of having a competitive landscape in this important sector,” Balisacan said.
