BCDA secures 25-year power distribution franchise

MANILA - President Rodrigo Duterte has granted the government-owned Bases Conversion and Development Authority a 25-year franchise for power distribution.

Republic Act No. 11420 signed by the President on Aug. 22, allows the BCDA to supply power to the following areas:

  • John Hay Station (Baguio City)
  • Wallace Air Station (Poro Point, La Union)
  • O'Donnell Transmitter Station (Capas, Tarlac)
  • Capas Relay Station (Capas, Tarlac)
  • Portion of the Clark Special Economic Zone (CSEZ)

Under the measure, the BCDA can start power distribution operations within 1 year from the approval of its operating permit by the Energy Regulatory Commission.

Power rates are subject to the approval of the ERC, the law stated.

The BCDA must submit an annual report to the ERC, Department of Energy, and to Congress on its compliance with the terms and conditions of its franchise.

Failure to submit an annual report to Congress shall be penalized with a P500 fine per working day.

The BCDA is one of the major agencies driving Duterte's “Build Build Build" infrastructure program through its public-private partnership endeavors.
