MANILA – President Rodrigo Duterte’s tax reform program may not be entirely pro-poor, but it is necessary to fund his P8-trillion infrastructure program, an analyst said Friday.

Duterte, who marked his first year in office this week, should strike a balance between raising revenue and building new roads, bridges, railways and airports, said Anwita Basu, lead economist of The Economist Intelligence Unit.

The government also risks becoming too indebted as it seeks to rebuild a creaking transportation network, Basu told ANC’s Early edition.
