MANILA – Third telecommunications player Mislatel may be able to acquire its certificate to operate from the National Telecommunications Commission (NTC) by July 8, an official said on Monday.

The NTC has scheduled the tentative release of Mislatel’s Certificate of Public Convenience (CPCN) and the frequencies needed to challenge the Philippines' major telco players Globe Telecom and PLDT, provided that all requirements have been completed, Department of Information and Communications Technology (DICT) officer-in-charge Eliseo Rio told DZMM radio.

“Nakaschedule tentatively July 8, ibibigay na ng NTC sa kanila yung CPCN nila, yung kanilang authority to operate as a telco at yung mga frequencies na kailangan nila para makapagbigay na sila ng telecommunication services,” Rio said.

Mislatel, the consortium of China Telecom and Dennis Uy’s Udenna Corp and Chelsea Logistics, also needs to pay a P25.7 billion performance bond before July 8, Rio said.

This is the first time a telecommunications provider in the country has commitments to meet and a performance bond, since it wasn’t practiced by Globe Telecom and PLDT, he said.

The telco is "on track" to meet its first year commitment since it started rolling out infrastructure works in select rural areas, Rio said.
