MANILA - Telecommunications companies seeking to challenge the dominance of Globe Telecom and PLDT Inc may be named by the time President Rodrigo Duterte addresses Congress in late July, an official overseeing the search said Thursday.
The bidding process will begin before the State of the Nation Address on July 23. Terms of reference will be released this month and companies must submit their bids within a two-month period said Department of Information and Communications Technology officer-in-charge Eliseo Rio.
"More or less during the SONA, July 23 iyun, malalaman na natin kung sino iyung mga contestant," Rio told DZMM.

Duterte had wanted the new telecommunications firm up and running by March, a deadline which Rio said was "physically impossible to meet."
While there is no deadline, the President wants no further delay in the search, Presidential Spokesperson Harry Roque said in February.
The President promised during the 2016 campaign to improve internet speeds in the Philippines, which at one time was the second slowest in the world next to Afghanistan.
