Duterte set to sign landmark EO vs 'endo'

MANILA - President Rodrigo Duterte is expected to fulfill his promise to end the practice of "endo" or "end of contract" when he signs a landmark executive order on "contractualization" Monday.

Alan Tanjusay, the spokesperson for the Associated Labor Unions-Trade Union Congress of the Philippines (ALU-TUCP), earlier said labor groups were invited to the signing on Monday at 4 p.m.

But the workers' groups are not certain that the draft they submitted will be the one signed by the President amid reports indicating that Malacañang is holding other versions of the EO.

The labor version of the EO, drafted by ALU-TUCP, Kilusang Mayo Uno, and the Nagkaisa, seeks to restore direct hiring as the "general norm in employment relations." 

Luis Corral, vice president of the ALU-TUCP, suspects Duterte is being misled by some groups on their real stand on the issue of "contractualization."

He said the EO they drafted does not ban "contractualization" as the groups acknowledged that some jobs, by their very nature, may have to be considered as contractual.

"There is a process built into the EO where the Secretary of Labor, through a tripartite process, will identify what these jobs are, which will not be subjected to a prohibition," he told ANC Sunday.

Labor Secretary Silvestre Bello III was earlier quoted in media that the labor version of the EO is just "one of the drafts which we will submit to the Office of the President."

"The more drafts, the better for the President to have a better option," the Malacañang official added in the news report. 

Nagkaisa chairman Michael Mendoza said they will not attend any signing of an EO that is not the labor version. 

"Any other EO will not be a compromise version, it will be our compromised souls," Mendoza said in a statement Sunday.

But the Employers Confederation of the Philippines (ECOP) claim that the labor version of the EO is "a departure" from what was agreed upon during the consultations before. 

Donald Dee, ECOP chair, also insisted that employers are allowed by the Constitution to have various working arrangements with their employees. 

"They only gave the President last Friday another revised EO which was a departure from the EO that we agreed upon in various consultations," he told ANC Sunday.

"We have already presented our position. We now leave it up to the President which EO he will be signing," added Dee, assuring their version of the EO will outlaw "endo."
