The Finance Department is proposing a P51-billion program to help middle-class families affected by the new coronavirus disease 2019 (COVID-19) crisis through wage subsidies for workers of micro small and medium enterprises.
In a presentation to President Rodrigo Duterte during a meeting late Monday in Malacañang, Finance Undersecretary Karl Chua said that the financial subsidies will help around 3.4 million workers of 1.6 million businesses in the formal sector whose operations have been affected by the implementation of the enhanced community quarantine.
The list of beneficiaries will be taken from the data of the SSS (Social Security System) and BIR (Bureau of Internal Revenue), with priority assistance to be given to those who comply with the payment of taxes and SSS contributions, Chua said.
“Ang apektado pong workers is 3.4 million, these are the middle class, whether low middle class, or medium middle class. 'Yung 2.6 million na ito ay nasa BIR alpha list ibig sabihin po 'yung employers nagko-comply with the BIR submissions so 'yan ang unang tutulungan natin. Pero 'yung .8 million tutulungan pero ang problema po 'yung employer po nila hindi nagko-comply, pero tutulungan natin pero second priority,” Chua said.
