MANILA, Philippines – Cyclist Lance Armstrong, who retired from competitive cycling in 2011, is facing new doping charges.

The United States Anti-Doping Agency (USADA) formally charged Armstrong, saying it had been in contact with numerous riders, team personnel and others who will testify on Armstrong’s alleged doping.

The 15-page letter also referred to date from blood samples obtained by the International Cycling Union in 2009 and 2010.

The USADA said it is fully consistent with the use of a drug that controls red blood cell reproduction.

The 40-year-old Armstrong, who won the Tour de France from 1999 to 2005, strongly denied doping accusations throughout his career and has never tested positive in any drug test. Mornings @ ANC, June 14, 2012.
