If elected president in 2016, Davao City Mayor Rodrigo Duterte is planning to deal with economic shortfall not by depriving big businesses, but by enforcing laws that will give no room for corruption.

With a federal system of government, Duterte said he will encourage healthy competition among federal states while opening opportunities for both investors and Filipinos.

The tough-talking mayor added that the barest minimum signatures and period shall be imposed over bureaucracy when in comes to conduct of business.

Duterte also lamented how "in this country, obedience to the law is optional."
