MANILA, Philippines - A Palace spokesman denied Thursday that the House vote on the reproductive health bill was influenced by the presence of several Cabinet members who witnessed the voting.
Presidential Communications Development and Strategic Planning Office (PCDSPO) Secretary Ricky Carandang said the House vote on the RH bill was a conscience vote.
He said 26 Liberal Party congressmen did not vote for the RH bill.
"If we had called and cracked the whip, that certainly would not have happened...It goes to show you that none of these so-called coercive tactics were used," he said.
He also said pork barrel funds were not withheld from congressmen who did not vote for the bill.
