Osmeña: 'Bridges to nowhere' a multi-agency scam

MANILA, Philippines - Sen. Sergio Osmeña III on Tuesday urged the Senate Blue Ribbon Committee to investigate what he calls the "grandmother of all scams" under the Arroyo administration.

Osmeña alleged former President Arroyo and other officials conspired in anomalous public works projects involving 14 bridge contracts worth P111 billion. The senator said the bridges were misrepresented as being funded by foreign governments and were overpriced.

"We have a letter from the Embassy of the United Kingdom which clarified everything and they admitted these were not foreign-assisted projects...These were not official development assistance (ODA) projects," he told ANC's Headstart.

The senator noted that concrete bridges usually cost P260,000 per linear meter, but the steel bridges built under the President's bridges program cost P560,000 per linear meter.

He said the bridge contracts usually got approval from the DPWH, the NEDA technical committee, the Department of Finance and finally Mrs. Arroyo.

Osmeña said he wants Mrs. Arroyo to personally come and testify in the Blue Ribbon committee probe.
