MANILA, Philippines - A program officer of Kaya Natin Movement admitted Wednesday that the non-confirmation of DILG Secretary Jesse Robredo before the Commission on Appointments was a running joke inside the movement.

Speaking to ABS-CBN, Kaya Natin program officer Marissa Lerias said members of the movement would always kid Robredo about rumors that he would be replaced soon.

"He always said that he served at the pleasure of the President. Never niya inako yung posisyon na permanente at saka sa pagkakakilala namin, hindi importante ang posisyon basta nagampanan niya ang trabaho nung panahon na nandiyan siya," she said.

She added that the late secretary treated everyone equally, emphasizing that everyone had an important role in society.

Sonia Lorenzo, executive director of the Union of Local Authorities of the Philippines, said Robredo was an icon of good governance and an inspiration to the group.

"Most of all, he is a friend. Everytime we were demoralized by challenges and issues because it is so hard to advocate good governance, he would always say, "'Hey, you have a friend here,'" she said.

She said that before Robredo died, he was able to push for more transparency in local governments.

Asked who could ever replace Robredo, she said: "No one. He left very big shoes to fill."
