Dahil ayon mismo sa Pangulo: “We are defining so there is no overlap between chief of staff, the executive secretary, the head of the PMS. We are trying to clearly delineate the functions.”

Ayon kay dating senador Ernesto Maceda na naging executive secretary ni Pangulong Marcos, “The executive secretary is legally and formally the head of the Office of the President. So technically and legally, anybody who works in the Office of the President, including Mar Roxas and the private office, are under the executive secretary.”
