MANILA – Senatorial candidate Jamby Madrigal on Wednesday said the US Navy should pay more than the estimated P38 million in damages after a US minesweeper damaged a portion of Tubbataha reef.

Madrigal, author of the Tubbataha Natural Park Act, said the US Navy paid $15 million to Hawaii after the USS Port Royal damaged corals in Oahu last February 2009.
