MANILA, Philippines - Where's the certification for the software to be used in the precinct count optical scan (PCOS) machines in the 2013 elections?

Ramon Casiple, executive director of the Institute for Political and Electoral Reform, raised the issue after finding out that the PCOS machines had not been certified due to the ongoing legal tiff between Comelec supplier Smartmatic and Dominion.

"Ang pagkakaalam ko kasi dati when I was in an advisory council in 2010, you need to certify that every election especially since you have enhancements in the software," he told radio dzMM.

He said the lack of certification could be used to challenge the authenticity of the results of the automated polls on Election Day.

Under the law, the source code or program to be used by the PCOS machines should be certified by a third party of computer experts.
