Miriam wants 2nd COA opinion on 'cash gifts'

MANILA, Philippines - Sen. Miriam Defensor Santiago has written Commission on Audit chief Grace Pulido Tan, asking for her opinion on the legality of Senate President Juan Ponce Enrile's move to distribute additional funding to senators last Christmas.

Earlier, Pulido Tan had said Enrile had discretion to distribute the funds as stated in the General Appropriations Act.

Santiago, however, said the COA head may have expressed a casual opinion. She said Enrile's action was unconstitutional and is tantamount to grave abuse of discretion.

The lawmaker said she will use the COA chief's opinion when she raises the matter before the Committee on Revision of Codes and Laws and the Supreme Court.
