Amid changing government statements about the bottleneck at the Port of Manila, a major oil company says a key project has been delayed.

The Philippine Star reported Shell Philippines as saying the upgrade of its Batangas refinery will be one quarter late because some supplies were stuck at the prot.

Shell Philippines chief Ed Chua said the collapse of a Batangas bridge is making this worse.

"Work is delayed due primarily to port congestion. We are working on catch-up activities," he said.

The $100 million upgrade will give Shell the capability to produce cleaner gasoline and diesel known as Euro 4, which oil companies have to sell by next year.
