Zamora, 67, was then-President Estrada’s Executive Secretary from 1998 to January 2001.
He is the brother of mining magnate Manuel Zamora.
He first entered the legislature in 1978 as an assemblyman representing the National Capital Region.
From 1987 to 2010, he served as representative of San Juan (including Mandaluyong until 1995) in the 8th to 10th Congress and 12th to 14th Congress. In the the House of Representatives, he served either as majority leader or minority leader during his six terms in the lower House.
He earned his AB Political Science from UP, graduating magna cum laude in 1965. He was magna cum laude and valedictorian of the UP Law in 1969.
He was the Bar topnotcher in 1970, with a grade of 87.3%.
