CEBU – The Department of Interior and Local Government (DILG) in Central Visayas served the 90-day preventive suspension order against Aloguinsan Mayor Cynthia Moreno and seven others on Wednesday.
Moreno is accused of graft for buying construction materials to build the new municipal hall without a bidding process in 2007.
DILG Regional Director Ananias Villacorta said the implementation of the suspension order was delayed because the counsel of the accused made several steps to stop the suspension.
DILG head office, however, went ahead since the decision of the Sandiganbayan is final.
Aside from Moreno, the suspension order for the criminal case includes Municipal Civil Registrar Pepito Manguilimutan, Municipal Budget Officer Nonila Nunegas, Municipal Agricultural Officer Marilyn Flordeliza, Municipal Assessor John Lim, and Municipal Engineer Orvin Ningasca. Also involved are two utility workers, Gertrudes Ababon and Emelia Luz Celis.
The complainant of the graft case is former town councilor Felimon Georsua Jr.
Villacorta explained that the preventive suspension is in effect pending investigation of the case. The municipality of Aloguinsan will be manned by Moreno’s husband, Vice Mayor Augustus Moreno.
Villacorta brought the suspension order to Aloguinsan but he failed to serve it in the municipal hall since the mayor and the department heads were in a 2-day seminar out of town.
Villacorta said he was able to serve the suspension order in a resort in Bato, Toledo City, where the group was holding their seminar.
He added that one of the respondents, Celis, is now town councilor while Manguilimotan retired two years ago.
