MANILA - Leaders of the House of Representatives have filed criminal charges against Ronnie Dayan, Senator Leila de Lima's former lover and driver, Thursday for violation of the Revised Penal Code (RPC).
House Speaker Pantaleon Alvarez, House Majority Leader Rodolfo Fariñas, and House Justice Committee chair Reynaldo Umali, in a three-paged complaint filed at the Department of Justice, cited Dayan for violation of Article 150 of the RPC after he snubbed a subpoena in September.
"Dayan's failure to appear during the committee hearing on October 6, 2016 and to respond to the show cause order without any legal excuse is disobedience to summons lawfully issued by the House of Representatives," the lawmakers said in their complaint.
Lawmakers also filed the same criminal charges against De Lima earlier this month after Dayan said his former employer urged him to go into hiding to avoid a House of Representatives inquiry on the alleged narcotics trade inside the state penitentiary.
Under Article 150 of the RPC, persons who disobey "summons issued by the National Assembly, its committees or subcommittees, by the Constitutional Commissions, its committees, subcommittees or divisions" may be charged with up to six months of imprisonment or a fine ranging from two hundred to one thousand pesos, or both.
