Justice Secretary Vitaliano Aguirre has ordered the Bureau of Immigration (BI) to issue an Immigration Lookout Bulletin Order (ILBO) for former President Benigno Aquino III and 8 others facing a graft complaint over the Dengvaxia vaccine controversy.
In a memorandum to BI Commissioner Jaime Morente, Aguirre said there is a "strong probability" that those named in the complaint filed by Gabriela and parents of children given the Dengvaxia vaccine "may attempt to place themselves beyond the reach of the legal processes of the government by leaving the country."
"We thus deem the issuance of an ILBO against the subject persons prudent in order to at least monitor the itineraries of their flight, travel, and/or whereabouts," Aguirre said.

- former Health Secretary Janette Garin

- Olivier Brandicourt
- Ruby Dizon
- Thomas Triomphe

Party-list group Gabriela last Friday filed before the Office of the Ombudsman a graft complaint against Aquino and some of his former Cabinet secretaries for the controversial P3.5-billion dengue vaccination program.
It is the second complaint filed against Aquino and his former officials in connection with the dengue vaccination controversy involving French drug maker Sanofi Pasteur.
The firm had warned last month that the drug may cause more severe symptoms if given to those who have yet to contract the mosquito-borne disease.
