MANILA - President Rodrigo Duterte on Monday said he has ordered the release of P1 billion for the medication of drug users.

“Yesterday, I ordered the release of P1 billion because I do not have the rehab centers, for those needing medications, P1 billion for the crazy guys,” Duterte said in a speech during the 2016 Presidential Awards for Filipino Individuals & Organizations Overseas at Malacañang.

He did not name the agency that will receive the fund.

Duterte said he could have used the money to address other issues such as poverty alleviation and education.

“I could have bought something useful: rice, poverty alleviation, schools, and I have to spend because I’m being attacked,” he said.

Duterte has been repeatedly criticized by human rights groups and other countries over his bloody war on drugs.

Last week, Duterte also said he released P1 billion to the Department of Social Welfare and Development as budget for the rehabilitation of drug surrenderers.
