House OKs pay hike bill for soldiers, others on 2nd reading

The House of Representatives has approved on second reading a bill seeking to increase the salaries of soldiers and other uniformed personnel. 

The bill mandates the implementation of the increase in the base pay of first master sergeant up to the rank of general and their equivalent ranks in the Department of the Interior and Local Government, Philippine Coast Guard and National Mapping and Resource Information Authority to be implemented in 2 years starting January 1, 2018.

It also mandates that the hazard pay of all military and uniformed personnel (MUP) shall be fixed at P540 per month and provides that the amounts necessary to implement the increase in base pay in 2018 shall be sourced from the Miscellaneous Personnel Benefits Fund and other available funds. 

"We just passed on 2nd reading House Joint resolution number 18 (after a 3-hour debate on the floor). This is the base salary increase of police, military and uniformed personnel," Appropriations Committee chair Karlo Nograles told reporters.

The bill was approved despite ACT Teachers Partylist Rep. Antonio Tinio's proposal that House Joint Resolution 18, which also increases the base pay of military and uniformed personnel, should cover all government employees—civilian and MUP.
