The Commission on Elections announced Friday a ban on firearms, explosives, and other deadly weapons among other prohibitions starting Oct. 1 to Oct. 30 due to the Barangay and Sangguniang Kabataan elections.

Comelec’s Resolution No. 10198 issued Friday prohibits:

- bearing, carrying or transporting firearms or other deadly weapons, unless authorized by the Comelec

- the employment, availment or engagement of the services of security personnel or body guards unless authorized by the Comelec

- coercing, threatening, intimidating or terrorizing any election official or employee in the performance of his election functions or duties

- the transfer or detail of officers and employees in the civil service including public school teachers

- organizing or maintaining reaction forces and suspension of any elective provincial, city, municipal or Barangay officers

At least one checkpoint will also be established in each city or town nationwide.

Filing of certificates of candidacy will start Oct. 5 to Oct. 11, while campaign period will begin Oct. 12 to Oct. 21.

Congress on Monday passed a bill postponing the October 2017 Barangay and Sangguniang Kabataan Elections to May 2018 but President Rodrigo Duterte has yet to sign it.

The bill suggests the postponement of the village and SK elections scheduled on October 23 to the 2nd Monday of May 2018, with the next election after that scheduled to the 2nd Monday of May 2020 and every 3 years thereafter. Since the postponement has not been fully approved, implementing rules still stand.
