MANILA - The Office of the Ombudsman has ordered the dismissal of Bislig City, Surigao del Sur Mayor Librado Navarro for grave misconduct for the allegedly anomalous purchase of a hydraulic excavator worth P14.75 million.
Aside from dismissal from service Navarro's retirement benefits were forfeited and he was perpetually disqualified from government service.
Also ordered dismissed were local Bids and Award Committee officials and members Charlito Lerog, Roberto Viduya, Aprodecio Alba Jr., Felipe Sabaldan Jr., Belma Lomantas, Lorna Salgado, Daisy Ronquillo, Raquel Bautista, Gilbert Abugan, Laila Manlucob, and Estefa Mata.
The case stemmed from the questionable purchase by the city government of a Komatsu crawler-type hydraulic excavator from RDAK Transport Equipment Inc. on July 18, 2012.
A report by Commission on Audit (COA) showed that the project was awarded to RDAK despite non-compliance with technical specifications such as engine power, bucket capacity and operating weight.
Due to questions on the procurement, the COA issued a Notice of Disallowance on October 23, 2012.
It was also found out that RDAK did not truthfully present the specification of the Komatsu unit in its bid.
The dismissal order came after the Ombudsman resolved to charge Navarro and the other officials with corruption.
