MANILA - The Commission on Elections (Comelec) has set the Calendar of Activities for the upcoming barangay and Sangguniang Kabataan (SK) elections scheduled on October 31.
Resolution 10151 promulgated on Tuesday sets the period for voter registration on July 15 to July 30.
Aside from applications for voter registrations for the barangay polls, the registration will also include applications for membership to the Katipunan ng Kabataan (KK), for voters aged 15 to 30 years old.
Comelec spokesman James Jimenez, in an earlier tweet, clarified that no applications for transfer will be entertained for the barangay and SK elections.
Meanwhile, the filing of certificates of candidacy will be from October 3, Monday, to October 5, Wednesday. Under the SK Reform Act, Sangguniang Kabataan candidates will have to be 18-24 years old.
The election period will start on October 1, Saturday, and end on November 7, Sunday.
Meanwhile, the campaign period for candidates will be on October 21 to October 29.
Prohibited acts during this time include removing, destroying, obliterating, defacing, tampering or preventing distribution of lawful election propaganda; making any donation or gift in cash or in kind; using armored land, water or air craft; appointing or using special policemen, special/confidential agents of the like; and construction or maintenance of provincial, city, municipal or barangay funded roads and bridges.
The poll body has also set the voting time on October 31 from 7 a.m. to 3 p.m.
Unlike the May 9 polls, the barangay and SK elections will be manual.
Comelec Chairman Andres Bautista said that the poll body continues to prepare for the barangay and SK elections, though it would be more practical if the polls would be held together with the election of delegates for the Constitutional Convention, should it be approved by Congress for 2017.
Bautista added that the poll body will save P5 to P6 billion this way.
