MANILA -- Justice Secretary Vitaliano Aguirre on Sunday ordered the National Bureau of Investigation (NBI) to probe the attack on Resorts World Manila last Friday.

Aguirre commanded the bureau to determine "whether there is criminal, civil, administrative culpability on any agency, office, instrumentality of government, and against owners, managers and employees of Resorts World Manila."

He also authorized the NBI to "file appropriate charges... as evidence may warrant."

The Resorts World Manila attack killed 38 and injured 67 others.

The gunman was earlier identified as Jessie Carlos, a former employee of the finance department who was deep in debt and sacked for failing to disclose properties in his Statement of Assets, Liabilities Net Worth.
