Police 'brutality' caught on CCTV
MANILA – A Quezon City police officer is in hot water after he allegedly mauled and illegally detained a man following a road altercation in Quezon City.
The Philippine National Police - Counter Intelligence Task Force (PNP-CITF) relieved and filed a case against Chief Inspector Melvin Madrona for mauling David (not his real name), a marine engineer.
According to David, he was entering last March 17 a U-turn slot in Commonwealth, Quezon City when the car in front of him, apparently driven by Madrona, started moving in reverse.
“Tuloy-tuloy ang pag-atras niya, umatras din ako ng bahagya, para hindi niya ako abutin. Kaya lang paglingon ko merong Benz sa likod, nag-stop ako binusinahan ko siya, hanggang sa umatras siya, nag-abot na ang sasakyan namin,” David said.
David said he went out of his vehicle to take a photo of the dent on his car but this made the driver furious.
“Bumaba na rin siya, sabi niya, ‘Bakit mo ko binangga?’ Sabi ko ‘Sir, hindi kita binangga. Umatras kayo nang umatras kaya niyo ko nabangga.’ Sabi niya, ‘Ano? Ganon kalayo ang inatras ko? Ano ako tanga?’” David said.
At first, David was not aware that the driver was a police officer who was assigned in Police Station 5 of Quezon City Police District (QCPD) in Fairview.
“Sabi niya, ‘Kahit sinong tawagin mo.’ Doon yung nag-iinit na siya. Sabi ko, ‘Sir lasing po yata kayo?’ Amoy alak eh. Noong mainit na siya, sinabihan niya kong, ‘hindi mo gugustuhin na makilala ako,’” David said.
“Sabi ko naman, ‘Huwag niyong padaanin sa palakasan. Dapat pantay lang ang usapan natin dito.’ Doon na siya nag-init, hinawakan niya ang damit ko sa gitna ng dalawang kamay. So parang naalarma rin ako, pumiglas ako. Pagpiglas ko, nabutas na ang damit ko, tumakbo na ko. Sabi niya sakin, ‘humanda ka sakin pag nahuli kita.’”
David rushed to QCPD Station 5 to seek help. He was not aware that Madrona was assigned in that station.
A closed-circuit television camera (CCTV) placed in the lobby of QCPD Station 5 captured David running towards the policemen inside the station to ask for help. Seconds later, Madrona is seen running towards the lobby.
When Madrona finally caught up with David, he started to beat him up. CCTV footage shows Madrona mauling the victim. David is seen unable to move as he lay on the floor.
“Doon niya na ako inabutan, sinapak niya ko, doon na ko yumuko. Pagyuko ko, paulit ulit na niya akong sinaktan, sinuntok, sinipa, pinagbabalibag niya ko ng ilang ulit din yon. Pagkabalibag niya sa kin, naka-record pa ang video ng cellphone ko noon. Pagkabalibag niya sa akin, nabitawan ko na. Sabi niya, “t*** i**, ipasok niyo yan. Ipasok niyo yan doon sa loob,’” David said.
CCTV footage shows policemen lifting David and bringing him to a cell. Madrona later returned and confronted him.
“Dumating na naman siya, binuhat niya ang buhok ko, tapos minura-mura niya ko. Umatras siya bigla, tapos bigla siyang bumalik tapos sinipa niya ang tenga ko. Tapos sumigaw siya na “t** i** mo, wala akong pakialam kahit ma-dismiss ako,’” David said.
When Madrona was consoled, David returned to his cell. Inside his cell, policemen told David to sign a document where he will admit to being the one who hit Madrona.
David said, “Palalabasin ka namin, pirma ka na lang na ganito ang usapan niyo, na ipapagawa mo na lang ang sasakyan niya. Eh pumasok sa isip ko noon na lumabas ng maayos doon, ligtas, so pumayag na ako sa gusto nilang mangyari, pinirmahan ko ang pinapapirmahan nila.”
“’Di ba sabi ko sayo, wag mo na ako kilalanin, dahil hindi mo gustong kilalanin ako,’” David quoted Madrona as saying. “Sabi ko, ‘Sir hindi ko na alam na pulis kayo.’”
David said he was traumatized by the incident but this did not stop him from filing a complaint and seeking the help of the PNP-CITF on March 20.
Chief Inspector Jewel Nicanor, spokesperson of the PNP-Counter Intelligence Task Force said, “Nag-create po agad tayo ng isang team to verify the information sa Police Station 5 if recorded ang nangyaring mauling incident. We were able to recover CCTV (footage of the) complainant.”
Madrona is facing criminal and administrative charges over the incident.
The PNP-CITF got hold of the CCTV footage from the police station and saw the police brutality exhibited by Madrona. After the investigation, the PNP-CITF immediately filed an administrative case against the erring police personnel.
David encouraged the public to fight for their rights.
“Kung alam niyo naman na tama kayo, ipaglaban niyo kase kung mananahimik lang kayo, dadami at dadami ang mga ganong mga pulis, lalong masisira imahe ng mga pulis nito, kawawa ang mga matitinong pulis na nadadamay dahil sa kanila,” he said.
Meanwhile, the PNP-CITF is also investigating the other police officers in QCPD Station 5 for negligence as they failed to file a blotter of the incident, and for allowing the illegal detention.
